Enclosed is Major William Beall's certificate for military coats and blankets furnished the soldiers under Briscoe's command. Briscoe was induced to furnish these articles as a means of encouraging the recruiting business since clothing from the state could not be had. He is not sending vouchers for these articles since the certificate should be sufficient to show that the articles have been furnished.
