Description

Ellery notes practice of officers equipping their men out of pocket, Sec. of War is reluctant to endorse the practice, and wishes to avoid the expectation of reimbursement. Suggests commanders gain the consent of their regiments to pay for supplies "beyond the public provisions" with a portion of the soldiers' pay; asks that the recipients circulate the idea. Also directs commanders of posts, etc. to include in their monthly returns not only the number of men under their command, but the original units from which the men are detached.
