notable phrase

I have reviewed the troops of this garrison
they are a handsome set of young men, make a good appearance, and their clothing is in good order
like all other troops [they] are deficient in tactics
arms are in good order but without gun slings
the cartridge boxes though clean are not fit for service
non-commissioned officers and music are without swords
barracks of both officers and soldiers are in very good repair
the reason why the Indian boundary line had not been run before in which [Putnam] says tht in May 1798 he had contracted with a Mr. Ludlow to run the line
surveys...were not completed till the uprising last spring
