Appears to forward proceedings and sentencing of the court martial of an officer of the 1st Regiment of Infantry, Lt. Jacob Krumer [?]. Reminds Adams both of the lieutenant's sentence as governed by a Congressional "Act to ascertain and fix the military establishment of the United States" and that his judgment is still needed on the sentencing of Andrew Anderson, whose court martial for desertion and other crimes was held in November 1798.
