Adams is pleased that the instructions for envoys will be prepared in a few days; asks McHenry's advice on the deployment of them and the frigate that will carry them -- some will go to Lisbon, one perhaps to Constantinoplea, and the frigate's cruising in the Mediterranean is contemplated. Wishes to avoid delay of negotiations with the Turks, as negotiations with the French have already taken so long. Regrets Philadelphia's yellow fever, as well as the disagreement of treaty commissioners, which Adams will write about soon in detail.
