Title
Relieving Supply Deficiencies, Exchange of Soldiers, Etc.
Description
All applications to fill deficiencies should be addressed to Ebenezer Stevens. Rice should be able to answer the questions included in the letter from Captain Ashmun though it must be understood that no soldier can be exchanged without Hamilton's approval. The 4th section of the Act of Congress does not apply to officers like Ashmun.
