Sir
I have the honor to enclose Extracts of Letters received from Stephen Higginson Esq of Boston, on the subject of the buildings &c on Cattle Island - It will be a very great convenience if these Buildings are repaired, and such as can be spared, appropriated to the purposes of the Navy. -- Will you be so obliging as to reflect on this subject and favor me with your sentiments as soon as convenient. - I also enclosed for your perusal a Letter received from Mr. Thomas Welsh of Boston. --
