Submits a list of names proposed to fill officer vacancies in the 16th Regiment, as well as the post of Major in the 12th Regiment, along with the recommendations which governed the choices. Quotes a letter from Alexander Hamilton concerning the latter post, which recommends a man who served in the Revolution as meritorious in "political principles, character and property."
