Miller wants to know whether the articles delivered to Captain Vann for the Northhampton Expedition should go through the Quartermaster General's books in the same way as articles sent to other posts. Ought not Mr. Harris charge Captain Vann with the military and clothing articles he has received rather than charging the whole to the Quartermaster General?
