Encloses copy of letter to Mr. Huntington of New London as a contractor to supply troops in Connecticut. Similar letters have been sent to Mr. Jackson of Boston for Massachusetts and Jacob Schaff of Portsmouth for New Hampshire. Lists contractors and potential contractors in other states. Concerned that his suggestion will cause an increase of expense and delay. Suggests each regiment's paymaster be responsible for finding clothing
