Description

Simmons is expected to urge all persons accountable on the books of his department to settle their accounts promptly. When balances are withheld improperly by officers, it is Simmons' duty to represent their conduct to the Secretary of War. Suits cannot be instituted, however, without the direction of the Comptroller of the Treasury.
