Description

Talbot complains to Hamilton about his placement in the relative rank of Captains of the Navy. He is particulaly displeased with the placement of Capt. Truxton above him .He argues that when an officer of the Navy is out of command his pay ceases but not his rank which should remain the same when his service recommences.
