Description
President John Adams grants McHenry permission to appoint battalion officers before being nominated by the Senate if time requires. McHenry presents to Washington a list of officers and requests information about the best qualified men. Requests information from Pinkney and Hamilton about raising officers, men, and infantry. Proposes separate numbers of men required from each state. Wonders if appointments should happen now or wait for Congress. Questions if troops should be withdrawn from Great Lakes, Ohio, Mississippi River, and the South and reestablish along the coastal seaboard. Discusses purchase of rations and supplies for troops. Inquire from the Secretary of Treasury for monies, with estimates provided.
