Monies advanced to the Commandants of the Districts for the Recruiting Service are to be settled according to regulations. Maj. Daniel Jackson, Commandant of the District including Massachusetts and Maine includes the following officers: Capt. Amos Stoddart at Portland, Capt. Samuel Gates at Boston, and Lt. George Washington Duncan at Marblehead. Maj. Adam Hoops is the Commandant for the district including New York and New Jersey includes the following officers: Capt. Walter Livingstone Cochran at Albany, Capt. John Henry at New York, Lt. Horatio Dayton at Elizabeth Town, Ensign William Boote at New Brunswick, and Capt. James Stille at Trenton.
