Cover Letter & Additional Accounting for Funds Necessary to Supply Troops Now Being Raised

McHenry submits a detailed accounting of expenditures for the War Department in "this and the six months of the ensuing year" [unclear whether he is referring to a calendar or fiscal year]. Notes that this accounting does not sufficiently address funds for the clothing and subsistence of non-commissioned officers and privates in either the existing army or the 12 new regiments. Notes that accounting for bounty, pay, hospital and quartermaster expenses for the new regiments is contingent upon the rate of enlistment, which he hypothesizes about in terms of men per month; he also estimates necessary sums for clothing & subsistence in terms of men enlisted per month. Lists total sums needed for each month, climbing into the hundreds of thousands; asks for notification if the Treasury can raise any money sooner, to allow troops to be raised more quickly. Notes that clothing and military stores will be necessary for the provisional army, but has not included these in the accounts table. Concludes by saying he has calculated [contracted?] for tents, tent poles and camp kettles.
