Title
Concerning rebellion in the French West Indies
Description
Encloses a memorandum on the French West India Islands that suggests that it is sensible for the United States to give aid to the rebels if they declare independence from France. Desires that Great Britain make an attempt to prevent France from taking exception to that policy in such an event. Also stresses that the British cabinet be informed that New Orleans must not leave the possession of Spain unless transferred to the United States.
