Description

Stevens is directed to employ an engineer to assist Mr. Fleming and Mr. Hill to report on the most eligible sites for new works. They also should prepare plans and estimates for the works, including the work required on the fortifications on Governors, Bedlow, and Oyster Islands so that they can be defended. Batteries should be erected on York Island to prevent enemy ships from taking stations from which they could cannonade and bombard the city [New York].
