Whereas it is stated that Samuel Parnell Ensign in the third regiment of foot, hath been arrested by Edward Miller Captain in the Second Regiment of Infantry on the following charges. First for defrauding the United States in enlisting soldiers and discharging the same and receiving premiums from the said soldiers and employing them at labor for a certain time
second for bartering with soldiers and purchasing their provisions and defrauding them of their bounties
for behaving in a manner unbecoming an officer and a gentleman
the court are hereby directed to issue summons for such persons as shall be judged necessary or required by the party to parties so to be, to give evidence touching all matters before the court
