Description

McHenry responds with "candor" and "frankness" to complaints from General James Wilkinson on orders and instructions. The Secretary of War offers explanations for each specific complaint levied by the general. In one of his explanations, McHenry reminds Wilkinson - later to be discovered as an agent for the Spanish after his death - that the Northwest Territory has been infested with spies working to spread disaffection among the Indians.
