Description
Extract of a letter written to the War Department accountant explaining the War Secretary's power to determine the rules of compensation and allowance for service where no rule has been established by Congress, along with expenditures of a nature that are not to be made public. McHenry adds that the President will from time to time direct certificates to be made, which are to serve in lieu of vouchers ordinarily required in the settlement of accounts.
