Description
Congress being in session, no appointments of commissioned officers can be made but by the President with advice and consent of senate. The men employed therefore cannot be considered eligible for pay provided by law. Also a discussion on the appointment of warrant officers and petty officers; the nature of their services must be known first. Suggest the crew number is excessive; the numbers are higher than frigate United States. Asks about pay for the Marines and Seamen and when the complement of both can be completed.
