Col. [Edward] Carrington has indicated that he is only authorized to pay Capt. [Richard] Blackburn. It is hard not to receive one's pay simply because Capt. Blackburn is not available to pay it and it is particularly hard on those soldiers whose terms have expired and have been waiting for their pay.
