Joshua Humphreys ordered to proceed to Baltimore to consult with Captain Thomas Truxton and David Stodder regarding the launching of the Constellation without sustaining injury to the vessel. Survey the state of the ship on the stocks. Check the depth of the water, the state of the mud, the state of the ship as she stands on the stocks.
