Expression of a considerable degree of regret that, despite reports from Captain Thomas Truxton and Stodder himself that launch would take place in July; the launch date of the frigate Constellation has been extended again, until August. Reports from officers suggest that Stodder is not working hard or fast enough. Request goes out to have the frigate completed with all possible dispatch and without incurring any unnecessary expense. Ensure that bottoms are coppered while on the stocks.
