In this heated letter, Secretary of War James McHenry informs Caleb Gibbs, clerk at the ship at Boston, that his continued non-compliance with instructions to provide a return of all articles received since assumption of duty is neglectful and does the public service injury. He is reminded that if his duty goes unattended, he will be replaced with someone who will conduct business with a greater public advantage.
