Richmond July 22, 1796
Sir/
In the absence of the Accounts I have to acknowledge the rec of your letters of the 14 past and agreeably to your request[undecipherable] you the Copy of the power of Atty. and assignments for the pay of Alexander Scott. I have signed the certificate as I do all other official Documents in the absence of the Accot. I therefore conceive it will answer he having given me full authority to act in his absense.
The power no doubt was considerate as sufficient authority for delivering the certificate as the amount has been entered in the books.

I have to acknowledge the receipt of your letter of the 30th accompanied by your accounts and vouchers which will be placed under examination of the amount properly will be payed to your credit of which as well as the amount of the former account rendered you will be informed.-
