Congress, having limited the number of frigates to three. Therefore pay and subsistence is suspended for Captain James Sever at Portsmouth New Hampshire and Captain Silas Talbot at New York. If future opportunities arise, President of United States General George Washington will cheerfully reinstate both Captains.
