Philadelphia April 8th 1796
Sir/
As all the operations in building and equiping the Frigat that I had the honour to be appointed to Command, is stopt for the present, if there is no impropriety, I beg leave to ask for leave of absence, to make a Voyage to China. I Expect to be back in all next april -- I dont wish, nor do I expect, that my pay will go on in my absence, all I wish is to Retain my rank in the Navy --
