Wolcott discusses the case of Lieutenant Grayson who was advanced $150 for recruiting and failed to enlist recruits prior to his death. Captain Blackburn advanced him the money since Grayson obviously could not pay bounties without the necessary funds. When he died he was insolvent so it appears there is no way to recover the money.
