Draft of Colonel Jeremiah Wadsworth's speech to the Indians, describing the Indians' land claims and the arrangement of the current meeting. States that no treaty may be made within the United States without the authority of the United States [explaining his presence]. Proposes that compensation for the claimed land be decided upon, after payment of which the Indians will relinquish their claims. Asks the Indians to describe the lands so claimed, and then negotiate with the New York state commissioners to arrive at an amount for compensation.
