following to be added to the sixth article
assist the constructor in all such matter and things as he shall require of him for the public good

not to admit of any additional buildings to be erected at the public expence
sufficient buildings already erected to hold the stores to be used in building said ship
discourage the workmen from sleeping in the yard
frequent quarrels having hitherto taken place
man of abilities and integrity that whatever stores shall be received at the yard may be hauled up and properly stowed
have the keel securely covered from the weather and the outer part of the ship (which is at present unfinished) to be completed
recommend to keep mr. William Herbert as director or builder of the yard during Mr. Morgan's absence
public service requiring the utmost economy should take place in the Naval yard at Gosport (Virginia)
take the liberty of recommending the following regulations to your notice
public service will be considerably benefitted by the provision and stores that will be saved
