Tousard warns that an officer who is charged with recording the proceedings of the Council and conducting correspondence with Simmons would have little time to learn the duties of an Artillerist and Engineer without a clerk to assist him. Since the Secretary of War must be very busy, he aks Simmons to decide on this proposal.
