Martinan received information that Mr. Polk, Supervisor of North Carolina, Mr. Howell, and the war office that he was to be paid for his services as temporary engineer to the United States. Martinan could not leave his post in Newbern, requested Polk order payment from his reps. in the City, Martinan now applied to the Treasurer for reimbursement.
