The articles to be issued from the public stores for the Frigate building at Philadelphia will be so numerous as to render it inconvenient and a loss of time for the Constructor to apply to the War Office for a Special Order in every case. You will therefore deliver such articles immediately on the orders of Mr. Humphreys the Constructor.
