Sir
I have received your letter of
the 2d altho I had previously transmitted
an advertisement to be inserted in the Ken=
tucky Gazette, giving information to the
Militia to apply to you for their pay, copy of
which I enclose, this was done in consequence
of complaints being made to the Secretary of
war through Christopher Greenup and Alexand=
er Darr Esqr that you had refused to dis=
charge some demands made for the pay of
the Militia, although at the time I supposed
that your refusal was owing to the restrictions
contained in your instructions, it nevertheless
became an official duty resulting from those
complaints to give public notification to the
parties concerned in corroberation of my senti=
ments of the propriety of your intentions I
have to add those of your Friend W.Clifford
who has voluntarily offered to enter into
further security for the due execution of the
trust committed to your care but it has not been
required - It has however been mentioned that
you have not made the public notifications to
thr Militia agreeably to your instructions, this
will require expllanation -- In the mean time
I am willing to extend the obligation of your
bond to the first of January next ensuing by
which time proper notice being given to the
parties you will no doubt be enabled to com=
plete the payments and to settle your accounts
with me, or to deposit your vouchers and the

balance unexpended in the hands of Caleb Swan
paymaster of the Troops in the latter case the
obligations of your bond will be suspended
until I have examined the accounts and
given information to yourself or your security.
I conceive that my instructions to
you are so comprehensive as to supercede
the necessity of applying to any other source
or to add any thing further on that hand.
