Sirs
It appears that no arrangement was made after the Paymaster left Legion Ville (with the Army) for paying the detachment at the Posts of Fort Fayette, Big Beaver block house, Fort Franklin and Wheeling, and it is represented to me that those troops are in arrears from 1st January to 1st May 1793, excepting one month of that time which has been paid to the detachment of Fort Franklin. I am therefore induced to lay before you the enclosed estimate in order that provision may be made for the aforesaid arrears.
