Sir,
I have Received your favor of the 8th Instant Inclosing a letter for Lieut Whistler, who I Expect this time is near Fort Washington, he left this place with his Detachment on the 9th having in Charge all the Cloathing & Stores that have come to hand a have been provided here since Lieut Marty's Departure.
I have herewith Enclosed Returns of Stores at this Post to the 8 of November.
An Abstract of Disbursements together with my vouchers is also prepared to be Transmitted to the Comptroller of the Treasury. I have continued my Abstract & Returns one Month beyond the usual Period, thereby takeing in I hope the principle part of the Disbursements & Transactions of the year, Except the Buildings at Wheeling.
I shall pay particular attention to your Instructions Respecting Barracks and fuel.
It appears that the whole of one years Cloathing for the Army is forwarded, Except one Package No. 54 of first Sub Legion, which is still in the hands of Thomas Martin, Waggoner who lives in Shippensburgh.
We have no Information from the Army since the 8th Ultimo. Major Winston is here on his way to Head Quarters. Capt. Crawford complains that himself and Men under his Command have not Received pay for a Considerable time, therefore Request of me to Intimate to you that he finds some difficulty in supporting his family & also that the men are much dissatisfyed.
