Description

In settling Swan's account, Howell needs the names of the levies that Swan has paid in full and warns him that no payments are to be made in advance of payments recorded on payrolls. Howell does not understand the advance made to Mr. Britt and wants Swan to cite the directions authorizing that transaction. The pay of the troops for April is being prepared with additions for arrears and subsistence. Mr. Hodgdon has been sent three reams of comptroller's rolls.
