Sir
I have received your letter of the 21 of June and I thank you for the information therein contained relatively to Wheeling and Buffaloe Creeks.
However upon mature consideration and with accurate & particular object of public service I have directed Colonel Clarke to proceed with the erection of the block house at Wheeling. You will therefore afford every convenience and facility in your power. You are also to pay the expences for which you will make a particular estimate. I have charged Colonel Clarke to be as economical as possible. Captain Pratt marched yesterday fro Trenton with about One hundred and [one?] Men. The Maryland and Virginia recruits I presume will be with you. Captain Pike marched from Carlisle on the 20 with one hundred and nineteen men. all these recruits will amount to Three hundred & fifty one and are to descend the Ohio soon after then arrive at Pittsburg. The Clothing and all the Stores are to descend the Ohio in them. I have directed Colonel Clarke also to send forward in the course of next Month to Head Quarters most of the Troops who are above Fort Washington. This order will extend to [illegible]
I shall consult the Treasury in what manner the accounts of the expences of the Indian department shall be paid, and let you know. In the meantime you will pay for the Wampum.
If you have no Agent of the Quarter Masters department at Big Beaver, you must appoint a confidential one, and also Colonel Sproat at Marietta for the position mentioned in the letter of the Secretary of the Treasury a Copy of which is enclosed. You must write to Colonel Sproat and promise him a reasonable compensation for his Trouble. I have also sent a Copy of this letter to The Quarter Master General with suitable instructions thereon.
