I have received yours of the 2d instant and am glad to learn that Doctor Carmichael arrived safe with the money
I am sorry to observe that a turn has been given to the Cornplanters disinclination at this time of visiting Philadelphia as if he was disaffected to the United States_ It is presumed this idea is entirely unfounded_ The fact is the Senekas residing at Buffalo Creek were offended at his former visits to Philadelphia unauthorized by any Council of their tribe, they therefore prohibited his coming to Philadelphia without leave_this he has not been able to obtain and of course he cannot come. All persons who know the manner of proceeding among Indians will know that no person can act for the tribe in affairs of Importance unless specially authorized by a Solemn Council_
