Description
The arrival of the Paymaster should expedite the payment of the troops although sublegionary paymasters should be appointed to aid the process. The President orders that state officials such as governors and judges should, when feasible, be provided military escorts and boats when they travel. Knox assures Wayne that the latter is firmly in command of the Legion and should not feel threatened by Knox's casual reference to "General Wilkinson's district."
