Knox discusses the procedures by which the troops should be paid and cautions that accuracy is paramount. The President will need to decide how many troops are to remain on the upper parts of the Ohio. It is essential that the Quartermaster began acquiring the materials to ensure that the troops are properly sheltered during the coming winter. Appropriate methods should continue to be used to ensure that the troops are well disciplined including courts martial where necessary although the punishment of branding may not be legal.
