Description
To prevent future disputes which may arise in the accounts of the War Department, certificates given by Knox should be on all occasions as full as possible and recorded in the words of the contracts or agreements. Each of the contractors should be given certificates agreeable to the form approved by Stephens who is appointed inspector.
