Sir.
I have received your favor of the 31st ultimo.
If you find that the recruiting service will be expedited, by fixing your rendezvous at Hartford instead of Middletown you are at liberty to act accordingly--Probably Mr. Colt, or some other gentleman in Hartford, will furnish your recruits with provisions, fuel, barracks, barrack-utensils &c on the same terms as those furnished at Middletown or Springfield You will consult with Major Franks, the inspector, on this head.
