Obligations to Contractors

Description

The Contractor has entered into an agreement with the Secretary of theTreasury to furnish provisions for the troops on the frontiers. If he executes this task well he will be paid the stipulated sum. If he does not, he will be subject to the consequences of the penalty. But the public service must never be delayed or injured by the deficiencies of contractors. I hope to learn next that all the troops have arrived at Fort Pitt and have descended to Fort Washington.
