[undecipherable] of late Army Account13 May 1791
Sir
I herewith transmit you the Acct of Gideon Hawley late a [undecipherable] in 2nd Regt of Light Dragoons commanded by Colonel Sheldon for an allowance for one horse and accoutrements under the act of Congress of 27 October 1778.
Altho I am of opinion that the Act does not fully extend to the present allowance yet as it is justifyed by precidents & establishments the rules of the office & which ought to be adhered to I think proper that it should be made--
