Description
Peter Gainer, late a soldier in the service of the United States, died in the Western Country. Mary Ripley, administrator of his estate, has applied for the arrearages of pay due him. Conceiving that the administration did not extend to property outside the limits of the City of Philadelphia, enticed Howell to delay payment. He asks for Randolph's opinion as to whether arrearages are due the deceased.
