Noted that a bill regarding relief for men in similar situation as Talbot passed in the House of Representatives but was voted down in the Senate.

Sir.
I have received your letter, dated at Johnsftown 11th, January 1791.
It is out of my power to render you any service, respecting the surrender you made to the Pay Master General, of the whole of your commutation as lieutenant colonel, instead of that as Major, when you was placed on the pension list of the United States.
A bill was reported to the Congrefs, the last sefsion for the relief of several persons who similarly circumsianced with yourself. It pafsed the house of representatives, but was twice negatived in the Senate.
