Agreeably to your request this day I beg to inform you that I have not from a multiplicity of business been able to state the issue of Mr. Smith. I will endeavor to have it done tomorrow [undecipherable} but from I apprehend Mr. Smith expects depreciation in his pay. This cannot be done in my opinion without the interference of Congress. Their being no existing acts admitting it unless he can prove he was in Service after the 10th April 1781.
