Letter from the Secretary
at War 11th May 1790.
Captain James Sweet will transport
the ordnance stored now in Rhode Island to West Point
for two dollars per Ton. If you cannot have them
transported at a lower rate I have promised that he
shall perform the business. He would bring a load
upon his return. regular bills of loading must be
transmitted to me of each cargo. The rubbish
of old wheels and other unserviceable wooden articles
must be burnt and the non weighed and shipped
for the expenses, in having the ordnance stores
shipped you must make out an account, and
transmit it to me, and it shall be paid.
You will conduct the shipments in such a
manner as to guard against all abuse.
